Baoji University of Arts and Sciences

Baoji University of Arts and Sciences (BUAS) is a full-time, multi-disciplinary institution of higher learning under the jurisdiction of the provincial government. It includes such disciplines as liberal arts, history, philosophy, natural sciences, engineering, management, law and education with teacher training as its focus. It was founded in 1958, first as Baoji University. It granted Bachelor's degrees, but was closed down due to local economic problems in 1963. In 1975 a branch school of Shaanxi Normal University was established on the site of the old Baoji University. In 1978 this branch school became Baoji Teacher's College. However, in 1984 Baoji University was reestablished and in 1992 Baoji Teacher's College and Baoji University merged to become Baoji University of Arts and Sciences under the ratification of the former National Education Commission. Baoji University of Arts and Sciences is situated in Baoji City, the hometown of Emperor Yan (one of the earliest Chinese emperors) and the cradle of the Zhou-Qin (Dynasties) culture. Baoji is the second industrial city of Shaanxi province, with the university located in the new state-level High Technology Development Zone. With the Qinling Mountains to the south and the Wei River to the north, the university covers an area of more than 900 thousand square meters.

Baoji University of Arts and Sciences now consists of 17 departments: philosophy(social science), politics and law, education, Chinese language and literature, foreign languages and literature, history, economic management, music, fine arts, mathematics, physics, chemistry and chemical engineering, geography and environmental engineering, machinery engineering, electronic and electric engineering, computer science and physical education. 41 specialties are offered for full-time undergraduates. Three of these specialties — chemistry, Chinese language and literature, mathematics and math application — are province-level key specialties. The university has its Adult Education College and Higher Professional Education College , and enrolls students from all over the country, and has been authorized to enroll students from abroad. The university now has over 1,6000 full-time students on its campus.

The strength of the university is in its teaching staff. The teaching and administrative staff number more than 1200, including 280 professors and associate professors and high-level personnel. Over 300 of the staff have Master's or Doctor's Degrees, and over 100 of Chinese and foreign famous experts were invited to be part-time professors. Currently there are 26 professors from Baoji University of Arts and Sciences helping students in 6 departments at Northwest University , Shaanxi Normal University, Northwest University of Agriculture and Forestry, and Yan'an University to gain Master's Degrees in 8 different majors. Also, thirty teachers from Baoji University of Arts and Sciences have been awarded certificates of excellence, including: The National Certificate of Teaching Excellence, The Provincial Certificate of Teaching Excellence, The Provincial Certificate of Famous in Teaching, The National Certificate for Contribution to the Teaching Profession, The Provincial Certificate for Contribution to the Teaching Profession, The Provincial Certificate for Contribution to the Teaching Profession of Young and Middle-aged Experts and other state-level and province-level honours.

The faculties within the University include altogether eleven research institutes: Humanities Research Institute, Zhou-Qin Ethics, Culture and Modern Moral Values Research Center, Education Research Institute, Urban and Rural Economics Research Institute, Computer and Information Science Research Institute, Institute of Applied Chemistry, Non-Linear Research Institute, Institute of Automation, Institute of Computer Software Sciences, Mechanical and Electrical Engineering Research Institute, Institute of Shaanxi Local Literature. The Zhou-Qin Ethics, Culture and Modern Moral Values Research Center is considered the key research center among the Shaanxi universities. The university's focus has always been on developing better teaching and learning in all faculties. Nine disciplines have been recognized as key disciplines of the university, from which Marxist Philosophy, Basic Mathematics, and Geography are provincial leaders. Baoji University of Arts and Sciences has established relationships with foreign institutes in countries including the USA , Japan , Russia , and England with whom we have wide-ranging academic exchanges and co-operation in friendly intercourse. The university keeps up to date with scientific research and contributes hundreds of papers every year to domestic and foreign periodicals including SCI, EI, and US Mathematics Commentary, Chemistry Digest, German Mathematics Digest, Xinhua Tabloid and Universities Liberal Arts Journal Digest Synopsis. Papers are submitted for inclusion in the photocopied materials selected by the Renmin University of China. Between 2004 and 2006 the university undertook two natural science projects, six social science projects, two international cooperation projects and three national defense projects, all funded by the national government and a further 412 projects funded by governments of different levels. Between 2002 and 2006 the university published 115 works, 3,510 articles, from which 618 were also published in the previously mentioned periodicals. Some journals are also made available to the general public, among them “Journal of Baoji University of Arts and Sciences” in both the natural science edition and the philosophical & social science edition. In 2000 Journal of Baoji University of Arts and Sciences (natural science edition) was awarded first prize for Shaanxi science and technology periodicals. In recent years Journal of Baoji University of Arts and Sciences (social science edition) has received both provincial and national acclaim for its contributions to arts and science. In 1999 a new Journal started called “West Forum” which also influences national thinking.

The university has advanced equipment and facilities. There are 29 laboratories for scientific research, 120 multi-media classrooms seating 14,000 people, 3,000 computers totaling 90,000,000 Yuan. The university sends students to 140 schools and 30 factories for professional training. Within the laboratories are two province-level key laboratories of disaster monitoring & mechanism simulation and phytochemistry. The teaching and administration uses a total area of 238,600 square meters, while the student accommodation covers a total of 119,800 square meters. The libraries on the old campus and the new campus take up 37,000 square meters and have a combined collection of more than 1,760,000 books and over 2000 types of periodicals in Chinese and other languages. There is also an electronic reading room. Both the old and the new campuses are linked to the internet which aids education and scientific research. There is a sports stadium and full sports facilities catering for the needs and talents of the university sportsmen and women.

The motto of the university is “expansion of knowledge, exploration of truth, aspiration for moral integrity, and acquisition of all-round abilities.” The university's aim is to educate people and as such is keen to pursue its aim. It places emphasis on nurturing moral fiber, and encouraging students to strive towards high academic achievement. The style of teaching is to show respect, give guidance, demonstrate a serious attitude towards academic study, foster creativity and encourage the pursuit of truth. The students learning style is: diligence, respect for truth, thoughtfulness and practice of skills developed. The university guides students and encourages them to learn. The students' practical abilities are stimulated by a project called “The University Student Quality Expansion Plan”, which should ensure that there are many interesting cultural activities taking place on the campus for students to enjoy together and other activities which they can participate in with the community outside the university. In 2004 and 2006, Baoji University of Arts and Sciences was amongst the leading national universities sending volunteer students into rural China to teach or work with the rural community. In the last 50 years, the university has trained more than 20,000 elementary teachers and other workers who contribute to the economic and social development of China. In recent years the employment rate of our graduates has been maintained at higher than 90%, one of the most successful employment rates in Shaanxi province.

In the last 50 years of teaching the university has practiced the spirit of hard work and innovation, serving the city of Baoji , through continual reformation of teaching and creativity. Therefore, the quality of teaching and learning has been continually improving, its contribution to society has been constantly growing, and its reputation and influence has also been expanding. The university has won awards for the Shaanxi Working Committee for being the best work unit as having a “Civilized Campus” in February of 2002 , among other notable awards.

In recent years development in rural West China has transformed the university allowing more autonomy in running its affairs. For example, the ability to equip teachers with laptop computers, building a new campus, and strengthening its system of teaching quality control and management. Curriculum content and reform positively contributes to all-round development. Three new courses introduced, Electronic Circuits, Introduction of Deng Xiao Ping Theory, and Organic Chemistry, were recognized for their high quality from among other Shaanxi universities. The personnel system has also been reformed including the auxiliary services. The university standards have improved so much that it earns income from its high quality teaching.

Since the beginning of the 11th 5-year period, the university has been guided by the Deng Xiaoping Theory and the important thought of “Three Represents”. It follows the party's guidance on education policy. The university continues to treat educating people as its main aim. The university continues to improve is quality in order to maintain its good reputation. It serves the local community in order to get financial support from the local government. The university aims for harmonious development and to make quality teaching its most important characteristic. It has ambitions to grant Mater's Degrees in the future. The university practices 4 strategies which are to maintain the quality of teaching; to strengthen the teaching staff by employing more highly qualified teachers; to increase its reputation for quality teaching; and to serve the community. Baoji University of Arts and Sciences endeavors to become a high ranking comprehensive institution by 2010, by improving its management, its curriculum and thereby improving its position in society.
